How about getting an O2 Classic PAYG SIM from e bay? It's 3p a minute calls, not quite the price you want but less than the price you haveRKoz said:

It used to be Three's, 123 sim only, but they massively upped their prices a while back, and I as text, call or use data so rarely, there's never been a reason to change. Maybe it would be more prudent to move mobile phone provider/tariff. 30ppm is quite a lot, you can get better elsewhere.
