PCN charge

Good morning. 

after reading all the newbie posts ect. I'm still a little confused on how to appeal. 
I have firstly phoned the local shop in the car park and they are not willing to help out in any way at all. just kept telling me i need to call the PCN number.
i'm finding it a little hard to find a good template and where to start with the appeal. Any help would be gratefully appreciated and my apologies if you've seen this post to many times before. I was visiting this area so very much out of town. and unfortunately have none of the receipts that were from the shops I visited. I also paid cash for items bought. which makes proof harder as i have no train of purchase. 

It was a 2hr free car park and I overstayed my welcome by 30 some mins.

I have spent some time trying to sort this out by myself and have ended up here. My worry now is if I have to pay and I will. I've gone past the 14 day cheaper option again after reading your forum it says not to worry about time limit. But unfortunately its in my nature to worry.

    Which parking firm please?
    My worry now is if I have to pay and I will.
    Only a Judge can tell you that you have to pay.  Because he/she is the only person who can legitimately tell you that you have to pay a private parking charge.

    Did you miss the NEWBIES FAQ Announcement, first post, where a template in blue text is there, already written for you? Be warned though, hardly any initial appeal is ever successful (parking firms make no money by cancelling tickets on appeal), but it shows that you have engaged in the process of dealing with the charge should it ever get to a court hearing. 

    Dependant on which PPC is pursuing you will determine any next step.

  • I've given the local shop a call and with to no avail they were no help. Kept telling me they don't deal with it as its a private company in London. 
    There were also betting shops in that car park.
    I think the car park covers 3 maybe 4 surrounding shops.

    There may be a managing agent looking after the car park who has contracted ECP. Try to find out who they are.

    It's so easy to get fobbed off on the phone.

    If possible, I would suggest a real live face to face visit with the shop manager - it is far more difficult to refuse a request when the requester is looking you in the eyes.
