The blasé attitude from many that you should just reduce usage etc is based on an attitude that everyone is leaving the heating on all day, old bulbs everywhere etc, when many people who will really struggle have actually done all they can. I bet there were alot on the back of the news went and booked a holiday etc thinking that bills are protected for the next 2 years. It's crazy, a royal fook up but an action that was needed by the new chancellor to balance the books.
I also thought I should start a savings pot for my as yet unborn, unconcepted grandchildren that will still be paying for this winters energy costs in years to come.
I do agree there will be many that made financial commitments based entirely on that budget that will now find themselves in a bit of pickle.

Anything might be possible at the moment though, I'm not sure any normal rules apply right now.1 -

same problem with council tax. not everyone is registered.
i think it would be very expensive and time consuming to do it per person which is why i think they did the 400 by household.Almost everything will work again if you unplug it for a few minutes, including you. Anne Lamott
