Npc parking charge

Hi. I received a parking charge for not displaying a permit.
Background. I got a new car and whilst waiting for my new permit I got 3 pcns. I phoned up and got 2 cancelled. But they wouldn't cancel the 3rd.
My appeal on their website was rejected.
They replied to my appeal through the ias
The charge is £100 and a permit costs £5 admin fee
It's ridiculous.
They posted the permit on 22/9 and the PCN is from 27/9
I received the permit 29/9
They stated the car would be on a white list until I get and display the permit.
What should I do! Seems they won't cancel it because I wasn't displaying a permit. Well obviously. I was waiting for it! It's my parking sport I've had for 2 years.

Is this residential or work related parking spot?
Did you not have your old permit?
What does the contract say for when you signed the permit.2 -
It's residential. Each space is numbered to correspond to apartments.
My previous permit had the old car registration plate on it. When I sold the car I genuinely didn't think to take it. The permits are given to car registrations not people or spaces.
I haven't signed a contract for the permit.0 -
You have signed one for your tenancy agreement, is there anything on that re parking. You could raise the matter with your landlord or the freeholder? Given that you were paying the spot whether on directly of or indirectly your tenancy agreement.0

Complain to the Managing Agents that their unreasonable and aggressive parking firm has withheld/delayed the new permit, sent it second class and then rushed to the site, sought out the car they knew should be whitelisted and issued 3 exorbitant PCNs.
Demand to know what the managing agents are going to do about it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks I will do that. The tenancy agreement states 'together with the garage or parking space (if applicable)'1

Okay and where does it state you need to show a valid permit given it is your spot in the tenancy contract.1

But your contract with your home give you a space, please correct me if I am wrong.
