Seller says I must close dispute to get a refund

On a different note, I had a seller telling me they couldn't send out the parcel until I'd closed the dispute.
(I chased the package up and they said they'd sent it, and RM hadn't tried to deliver so it was sent back to them. I don't know how much of this was true).
I advised I'd close the dispute once item received. I never got it, so closed the dispute and was refunded.
Basically, some sellers will make up a load of rubbish to get out of their obligations.It's BOUGHT (to Buy), not BROUGHT (to bring) AND you cannot be frauded, only DEfrauded.
Please do not buy animals from a pet store. Visit your local sanctuary or centre and give a good home to an unloved or abandoned animal.0 -
I've had a dispute where I couldn't issue a part refund through the system (but you usually can), I could only instruct Paypal to issue it and that took ages. I can't recall the precise reasons but that was the case, so it can happen, but there is no way you should close it as you can't then reopen it. Let the seller sort it out.
That's interesting. I wonder if that's why my seller is having problems issuing me with a partial refund. She keeps telling me to close the dispute first as she can't get the partial refund working.0 -
I thought if the seller doesn't respond you automatically get a refund through paypal after a certain length of time... a month I thought. I may be wrong.0

Ask her to send a BACS payment to your bank account if she can't get paypal working or send a cheque or postal order.
There are other ways of paying so this sounds like lies to me.0 -
she doesnt even need to do it that way. you can send money to anyone at anytime for any reason, via PP
all she needs is your PP acount addy. which she has.Get some gorm.0 -
Thank you all, I have now received the £2 refund minus twenty something pence for charges. I will give it to charity as I have said it was the principle.
However, she was not happy refunding it so I am expecting some form of retaliation. Is it now time to close the dispute?0 -

That wasn't a refund, that was a payment.
That was stupid of her.My TV is broken!

You could return the payment & aske her to send a refund correctly through paypal, depends on if you want to prolong this or not.....0

Im going through this now, but im the seller.
I left money in paypal to pay for postage through paypal, but the buyer has opened a dispute which has now put me in negative money.. i cannot pay for the postage until he closes the claim.
its a catch 22, i cant send it until he closes the dispute, yet he wont close it until he gets the item!!0
