Thank you everyone.  We already had gas pipes etc to property (ground floor flat) upstairs have gas.
All that had to be put in was the meter.
We have no gas within our flat. No gas appliances.
    We are all electric.
I have emailed the CEO as suggested earlier.  I will let you know if I get a response.

Your husband may qualify for attendance allowance. It’s not means tested.

There must have been some qualifying conditions for the grant ?

ECO 3 grants , which included disabled benefits, ended March 22.

Eco 4 operates from July 22 but does not include disabled benefits.

Yes these things do exist, however they change and get withdrawn regularly as well.

Ideally it should have been done as a whole job.
if there is any blame here it’s for not making the consumers aware of the end date of the Grant, but it doesn’t sound like there was any deliberate mis selling if The Deal changed whilst the prerequisite work was being done.

whilst i sympathise it doesn’t mean that people have any justification for getting out of paying for what they ordered.

the way forward is a payment plan even if it’s a couple of £s a week if a goodwill gesture cannot be obtained.

attendance allowance, carers allowance, pension credit and council tax discounts are all possible benefits that might be applicable.
it sounds as though there is too much pension income for means tested benefits?
attendance allowance is not means tested and worth having as it also brings Other benefits e.g. cost of living help. I’ve just done it and The form Is quite detailed. It asks about medication, doctors Names and exactly what you can and can’t do e.g. fastening clothes. There are volunteers who can help with this if necessary - I just did it for my dad.

Agreed, my note of caution was prompted by the reports we see from time to time where an initial 'free' offer is followed by the addition of extra work that has to be paid for, so it is always wise to make sure that the details, and as you mention, any associated deadlines are clearly understood.

From what I find it seems that a existing gas meter was not required for ECO 3, only for ECO 4.

    IMPORTANT

One of the main changes from ECO3 (which ended on 31/03/2022) and ECO4 (which started on 01/04/2022) is that homes must have had an existing mains gas supply prior to 31st March 2022 to qualify for a First Time Central Heating grant to install a new mains gas central heating system.

If your home did not have a mains gas supply prior to 31st March 2022 you may qualify for a First Time Central Heating grant to install an air source heat pump.

But it seems that installers asked the applicants to get gas installed as part of the process. See also here.

Do you have anything in writing that you had to get gas installed as part of the process, and who required it?

This seems to be drifting off the point somewhat. The OP had a gas supply now, and a contract so they're going to have to pay for it and keep paying in the future unless they have it removed.

Have you requested placement on the Priority Services Register .  SP have one and it highlights that there is a vulnerable person in the property.  It is simply a phone call requesting this.  As such if this problem needs added intervention they should give it such.  Some companies have reps who visit.
