In practice of course, the secret police are not going to kick down your door and arrest you for failing to register.
Registering people who don't actually live at an address might be of more interest.1 -

I don't understand why anyone would not register (as a specific act of refusal rather than forgetfulness) but the form seems to have changed recently so you are sent the current registered people and only have to return it if there are any changes...
I always thought that was a very odd way to do things.

Given that you can register so your name is opted out to avoid being on the marketing list of every man and his dog I cannot imagine what the problem is. It is not as if you are forced to vote in any event and it is a painless process.0
