Ofgem have told energy companies not to use exaggerated DD quotes, SP are not alone in this. Everyone with a problem should ring Ofgem's boss to complain that they are not doing their job properly.

@Ultrasonic i am sending readings quarterly I dont have a smart meter and chose a tariff that did not require smart meter.  I prefer not to be on smart at moment with looming blackouts on horizon.  I provide quarterly reads.
Submitting more frequent readings manually would give Scottish Power more data to go on to accurately calculate your DD amounts.

Smart meters have nothing to do with potential power cuts as mentioned above. If anything the opposite since they help provide better usage data to help plan.

Where does all this mis-information come from? Any supply-led power cuts have to be approved via legislation and will be managed at Grid rather than supplier level. The Grid operator is required to ensure that grid voltage and frequency are kept within limits. If necessary, they will disconnect customers on a planned rota basis for pre-notified periods of time.

Disconnection via a smart meter requires consumer consent (eg; a power limited kW contract) or by a Court Order.
