No PCN number - is this legal?

No the Defendant was definitely not driving, the Exit picture clearly shows my husband was driving.
So if/when I get to WS stage, do I point out that the 14 days was exceeded which is a breach of POFA 2012 and that is the only defence required to win the case? Or do I also point out that although the entry/exit times were 2hr 11 min apart, he had to find a parking space (it's a multi-storey so he might have had to go up and round several times to find a space), and then when coming back to the car had to drive back down, so may not have actually been parked for 2 hours?
I find legal things very difficult to understand so hat off to you legal eagles who do this day in day out - I find it very confusing0 -
Both and all arguments need using at WS stage. And Exhibits. As seen in the thread by @aphex007PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
