    Really? I can't see how it isn't, but then again I'm not very good reading legal documents. 

    Is that a good thing for me, or not?

    From the wording.  From what is NOT there.

    Look at POFA paragraph 9(2)f and tell me you can see that mandatory 'keeper liability' phrase: 'we will have the right to recover the charge from you after xx days' warning in your NTK.

    Aha i see! So, given that I am at Court stage and have submitted my defence (at the time i didnt have the SAR info) do I put in a revised defence, or contact NCP, or wait til WS stage?

    Wait till WS stage but it's only relevant if the Defendant was not driving (or can't be sure who among the possible drivers was).
