No PCN number - is this legal?

Today I have received a Claim Form from NCP / BW Legal for a parking fine dated 20/9/21 that I genuinely do not remember incurring. The car park named is one I last parked in over 4 years ago - I don't use it as my daughter has been in a wheelchair for that long and it is inaccessible.

Anyway, I am in the process of requesting SAR, will fill in the AoS, etc etc as per the Newbie's thread. 

My question is, there is no mention of a PCN number - is that legal? I thought all PCNs have to have a reference number.

    If it is, then please copy your post above as a reply on that thread.

    It makes far more sense to have everything about one incident in one thread. It saves people having to jump all over the web looking for detail - particularly when you make no mention of your previous thread.

    OK, then please tell us the Issue Date on your County Court Claim Form?

    With a Claim Issue Date of 23rd September, you have until Wednesday 12th October to file an Acknowledgment of Service but there is nothing to be gained by delaying it. 
    To file an Acknowledgment of Service, follow the guidance in the Dropbox file linked from the second post in the NEWBIES thread.

    Having filed an Acknowledgment of Service in a timely manner, you have until 4pm on Wednesday 26th October 2022 to file your Defence.
    That's four weeks away. Plenty of time to produce a Defence, but please don't leave it to the last minute.
    To create a Defence, and then file a Defence by email, look again at the second post on the NEWBIES thread - immediately following where you found the Acknowledgment of Service instructions.
    Don't miss the deadline for filing an Acknowledgment of Service, nor that for filing a Defence.

    Do not try and file a Defence via the MoneyClaimOnline website. Once an Acknowledgment of Service has been filed, the MCOL website should be treated as 'read only'.

    It's not a fine and they don't have to state the PCN ref in the Particulars, as long as they identify the car, date and location of the event.

    Do you recall the PCN?

    What was it issued for, overstay?

    Was your daughter with the driver that day, and needed more time due to medical needs/mobility issues?

    Hello Coupon-Mad. No I absolutely do not recall that event, I have only ever parked in that car park once, 4+ years ago. The only other person who could have driven my car that day would be my husband, who works from home during the week and had no reason to use the car, nor any reason to park there. 

    I have requested a SAR and sent proof of ownership. I am awaiting their response.

    Yes I filed the AoS on 29/9/22.

    I emailed a SAR request to NCP on the same day, copying in BW Legal. Although I had an automated delivery receipt, I have yet to hear back from NCP and time is ticking on filing the defence. Are they legally obligated to respond to the SAR request within a certain timeframe? Is any court progression paused while I await the SAR? 26th is next week and I'm getting a bit twitchy!
