Due diligence.
As HSBC didn't notice that the account application was fraudulent they failed in their duty of care.
Maybe the "due diligence" is not robust enough, for the new financial climate and needs ammendment.1 -

If I apply for a current account online, I expect that the bank identifies me electronically. So does everyone else. At all banks. Have you seen the moans from people who were asked to provide additional ID? Have you seen the moans from people who were asked to upload their passport and take a selfie?
For the tiny number of cases where a fraudster manages to get hold of a persons 'vitals', then passes electronic ID verification, and actually gets hold of the debit card (which gets sent to the victims verified address), it's not worth it putting the millions of people who legitimately apply for an account through extra hassle.

First of all, a search does not mean the application was successful, nor does it mean that further documentation wasn't requested. HSBC are pretty stringent on new customers. I was pulled in for a branch interview and asked to bring ID with me when I applied for my first HSBC current account online.If someone has enough information about you then they can use it to apply for accounts in your name. There is nothing anyone can do about that. Checks and security measures don't begin and end with a credit search. At a minimum, someone would need access to your post to have a good chance of success doing something like this.0

So I visited a branch earlier no one on the phone would tell me if any credit was taken out. Found out that fraudster managed to open a premier account with £5k overdraft. Lady in the branch told me that it’s enough to have someone’s address, DOB and address.. this is scary that HSBC enables such easy account opening and with such high overdraft. Monzo asks to scan ID, record video and pretty sure so do others.
Luckily, overdraft hasn’t been used so relieved a little. My main worry is to ensure that this is removed from my CRA file and that CIFAS marker isn’t placed - I really can’t afford to lose my mortgage deposit!!
I’ve raised a complaint with HSBC as I feel they failed to apply proper due diligence and do KYC and were so unhelpful on the phone sending me from pillar to post.
I was thinking all day what could have happened and the only explanation I have is that someone got through to the hallway of our building where mailboxes are (we live in a flat) and stole my bank statement while we were on holiday. I’ve noticed soft clearscore searches - maybe this is how they got my DOB. Ironically I only signed up for paper statements when I applied for mortgage as needed proof of address and never reverted back to online statements.
This is a major stress for me during a stressful time in my life and HSBC fraud team are uncontactable - apparently they only have a back office team and will take 14 days to respond. 7 days to the complaint. Pretty terrified to be honest about the whole situation and extremely angry with such poor service from the major bank.2 -
Try not to worry too much about it, there's a lot of this goes on these days and you have done everything anyone could do in the circumstances1

There are any number of ways someone could learn of your name and address. It wouldn't require a visit to your mailbox. Births are a matter of public record, and someone posted a site where you can look up the date and place of someone's birth using their full name. This is not information that can be kept secret.DOB would need to be known to register for Clearscore. The benefit of having this is that some organisations ask security questions based on your credit report.While having your identity stolen is scary, your mortgage deposit is not at risk of disappearing as a result. I'm very surprised HSBC has relaxed its account opening criteria, just as most others have been tightening theirs. I've opened several new financial accounts recently, and a photo of passport or driving licence is becoming a very common requirement.If the search was not authorised by you, then HSBC can and should remove it.2

Hopefully they’ll remove it and not raise a CIFAS marker, which would be a disaster for my mortgage - we are just a couple of months away from completion. I am going to see how HSBC deals with it and responds to my complaint. In my opinion, they clearly have a vulnerability in their account opening process and not a very helpful fraud team 😣
this is so scary, if I could I would attach a camera to my post box to see if the fraudster tries to pick up the bank card but sadly will not get away with it in the shared hallway..0 -
My flats have mail boxes in the hallways but they are key operated. Does yours have a lock ? If not fit one asap.0

It has a fob but we’ve seen door being broken in the past, people following in flat residents - once had a homeless guy sleeping in the hallway 😳 we’ve reported it to the building manager but nothing happened.1
