Was it an actual e-ticket, not just a booking email or something?

I think it's extremely unlikely you will get anything I'm afraid. Chalk it up to a life lesson, always use your credit card for stuff like this.

There is no Ombudsman for travel! You need to check that it was actually Dreamworld that issued the ticket as they were buying many from other agents and if there is another agent involved, you should ask them to intervene. If it was Dreamworld then Rwanda Air appointed them as an agent and in law they are responsible, whether Deeamworl passed on the refund or not. Good luck!
