Make a formal complaint re stress and worry etc and that £150 compensation would be appropriate. It's less expensive to pay compensation than for a bank to fall foul of the banking regulations.
You can not expect a bank to allow you to withdraw funds that they suspect may not be legally yours.

You appear to have another thread re a Lloyds £15k loan.
Halifax may well be aware of your loan via a CRA and this could maybe have resulted in an extended investigation.
