    Just thinking does this non dependent rule apply to tax credits? We get working tax would that effect anything?

    There are no non-dependant deductions for Tax Credits.
    If you get Working Tax Credits they are taken into account when calculating HB.

    Yes it’s all a bit of a mystery this.  I’m in NI so laws might be a bit different, I phoned adviceNI who told me 18, waiting on Citizens advice to phone back.

    Mistakes can be made, based on the information provided they are wrong.

    It doesn't explicitly state no deduction for 16/17 year olds but you can see that the deductions only apply to those aged 18 or over.

    No it doesn't. You need to scroll down to how much is deducted for a non dependant. Then click on rent deduction for 18 years and over working more than 16 hours per week. Which clearly means that under 18 year olds there is no deductions.
    You need to point them to their own guidance as well.
