"I live here!" might mean the vehicle is the owner's home! Much more likely, he's simply indicating that he's local, maybe from a neighbouring street.
There could be all sort of reasons for leaving the car parked for a long period, e.g. temporary inability to drive (illness, or short disqualification). The fact that it's taxed, but the MOT has expired, is consistent with that.
BTW I wouldn't bother reporting the lack of MOT: it's an utterly trivial offence and the police will treat it with the importance it deserves.0 -

There was a Landrover parked down the lane last year.MOT had expired in Sptember and vehicle was SORN.Reported by multiple people to Police - DVLA and Local Authority. One of the councillors was involved - he took photos and reported it.Nothing happened - Eventually the owner moved it after roughly 4 momths.0

I reported a car parked on my street. hadn't moved for weeks.
Had had men in white van asking who owned it.
No tax or MOT.
I reported it per the DVLA site.
It disappeared one Saturday. I wasn't around so don't know who removed it.
It won't be removed if those in authority don't know about it.

I note that the OP says this car still has valid VED for another 10 months.
Around our way, the correct process is to report the car to the Local Authority - they may eventually come out to look at the car and have a high threshold for what they qualify as "dumped" - the first criteria are no VED and no MOT. Then the car has to be really in a bad condition before they'll do anything. They also have a rule that if a car is reported as dumped and they inspect, then they will not consider another report of dumped for at least 6 months. I think, essentially, the Local Authority simply see dealing with abandoned vehicles as a cost burden.
If the car has no valid VED, then there is a simple-looking website (https://www.cartaxenforcement.co.uk/) for the local enforcement people and if the car is reported to them, they will clamp it in under 24 hours - only criteria is that they can verify no VED. They see each abandoned car as a revenue stream.
Looks like the OP will need to wait at least 10 months before any action is possible unless the vehicle gets moved anyway in that time.0 -
It's not so long ago that if a car was thought to be abandoned, bits of it started to mysteriously disappearIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
