Abba fan is right - how would delivery people access...the postman cuts across both places anyway and would use her gate....i would know if i am expecting a delivery and obviously know when people are visiting.......my only worry regarding a padlock is whether she will do anything insane or key my car again.....
it does have to be a fence right down (as its at the front it can only be 3 foot apparently...sadly) or i have to move....
You need to get in touch with a Public Protection Unit, Harm Hub, Vulnerable Persons Unit or whatever your locals call it. They need to complete a risk assessment on both you and the neighbour and create a Risk Management Plan or Problem Solving Plan to address the issue.0 -

Doesn't a physical fence draw an actual line between worried and their neighbour? Physical space, barrier and distance between the two. Even the current issue, the neighbour walking through their land should be solved with the fence, using worried's access out of convenience is quite different to them jumping even a small fence. I’m curious about why it matters so much that scary lady walks across worried's garden? Postie does it, and that’s fine with worried. Scary lady does it because it’s a shortcut. Based on what the OP has described, this isn't just a case of a lady walking across someone else's garden. It's a culmination of issues which should constitute nuisance if not actual harassment.

You accept there's an ongoing harassment, the police will think it's acceptable for the OP not to want any contact or to confront the neighbour given the circumstances so why do you keep repeating they should?
