    Hi everyone, 

    Just an update, so my dad received the DQ and returned via email to court at the end of last week well before the deadline. The court replied with an acknowledgement so all good so far. We also sent it to VCS’s legal representative Elms legal who also acknowledged receipt. This morning we received this letter from VCS advising Elms were no longer the representative and an offer of £195.00 and if payment is not forthcoming then they will show the letter to the judge that they tried to settle , I don’t think there is much to do with it other than to politely reply turning down their offer, however if anyone has any advice on a response(if it even needs one), it is appreciated.

    I have also has a call from the MP’s office yesterday and the lady was very nice, but I’m not sure if it is fully understood that the terms and conditions do not override the EA 2010. I have tried to provide them with as much information as possible to help clarify so we’ll see.

    It's because the case is proceeding; defended cases generally come back to VCS. Elms just tend to act up to a certain early point as the 'claim filers' and they must hoover up all the payments from scared victims and handle the default CCJ cases.

    The proposal is well-intentioned I'm sure, but the person is clueless.

    - Councils are banned from using ANPR for parking bay enforcement.

    - ANPR isn't CCTV so it won't pick up a Blue Badge.

    - (re part v) it's too late to suggest something new for private land because the Govt already has its Code of Practice which took some 3 years to work out and is almost there, bar the final shouting.

    How will ANPR work in this situation? I am a blue badge holder and I have my own vehicle but will also use my badge with other vehicles when I am getting lifts or need help. Blue badges are issued to people not vehicles. I’m assuming Robert Halfon knows this is the case. Section taken from a post regarding how this would work: High Wycombe TRIAL A COUNCIL will offer blue badge holders two dispensation options as it prepares to trial its mooted camera operated car-parking system. Wycombe District Council said it has plans in place for blue badge holders after several contacted the BFP to express their concerns about the introduction of the Automatic Number Plate Recognition system. Badge holders who only use one vehicle will be able to register it, display the badge as normal, and the ANPR system will not charge them. The second option, for blue badge holders who have access to more than one vehicle or who rely on lifts from relatives, will be issued a “payment card” on registering their details with the council. WDC said motorists would still have to display the blue badge but, on returning to their car, they would use the card to wipe off the parking charge. ANPR, which reads number plates as they enter and exit car-parks and automatically calculates how long vehicles have stayed, will be installed at all WDC car-parks, bar four, if a two-month trial is successful. The trial period starts in the Easton Street and Railway Place car-parks in High Wycombe from April and, if successful, will be rolled out town-by-town - starting in Princes Risborough - by the end of October.

    Has the Govt given this trial its approval?

    I think @bargepole might like to ask a question or six about this plan to use ANPR to enable the issue of charges, which WDC know full well is not allowed.
