I've sent the SAR request to CEL's DPO email address. Should I also send it to legal@ce-service.co.uk   ?

The DPO is the correct addressee for a SAR.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

It's been 14 days since the hearing on the 28th and I've not received anything in the post or via email.

Maybe I misheard but I thought it was said at the hearing that CEL would have 14 days to provide the particulars of the claim.

    Received it...

    This is it:

    ____________________________________

    1. The judgment against XXXX dated 27 April 2022 be and is hereby set aside (yay!)

    2. The court shall send a copy of the Particulars of Claim to the Defendant by 24/3/23.

    3. The Defendant shall file a defence by 31/3/23.

    4. No order as to costs.

    ____________________________________

... So that means if I receive it on the 24th I've only got 7 days to file the defence to it?

Looks that way. You have a defence prepared, don't you?

No. I've got no idea what I am supposed to be defending. All I know is that it's for a PCN issued sometime in 2018. The PPC have not sent me anything with regards to the details of this PCN.

Have you at any stage SAR'd the PPC? If so, you will have copies of all correspondence and the original PCN.

They are going to send you a copy of the original PoC and based on that you will compile your defence. Get reading the Newbies thread again and searching for appropriate template defences.

But you've had this on your plate for some time. Why have you only sent your SAR just over two weeks ago? This has been going on since at least August 2022.
