That said not every passenger will claim. Some probably don't even know they're entitled, others may accept the first "fob off" from the airline.
Whether they have insurance or not is a good question, the insurance might be prohibitively expensive, especially for easyJet this year!1 -
My suspicion would be that they'd self-insure against risks like this, which are fundamentally part of operating a geographically dispersed business reliant on small numbers of highly qualified employees - £39K of compensation sounds like a large figure, but having shifts of trained and available staff deployed all around Europe ready to step in at short notice would be prohibitive!0
