Until they are, you seem to be getting all het up about somebody doing something that is not against the law.
Lobby your MP if you want to see water meters made compulsory.

They are an elderly couple in their late eightiesMeaniswhile a relative of mine lives in an area that has had a massive water leak, their local area was actually flooded to more than an inch deep due to issues with pipes that the water company cannot afford to repair. I think that is much more of an issue than being jealous of your neighbours.
What a weird thing to imagine!!
It's just a Blantant "Vees up at the world - we don't care", attitude
