And are you meant to do this EVERY visit?
It pointless as the carpark is for blue badge holder only with a max stay of 4 hour. Their is no other reason to have that in the T&Cs other then to catch drivers out.
Wise have ANPR CCTV cameras in operation that tracks vehicle movement upon entry and exit of the carpark
With this they have the ability to monitor the duration of a vehicle from the time it enters, parks and exits.
This alone allows them to fully manage the carpark without forcing blue badge holders to register their vehicles.
I can not understand the logic be hide it. It make no sense, so its just there to scam the driver/blue badge holder.

You could put that point to the NHS Trust.
And tell them that where a similar system is used at other Hospitals, drivers only have to register their BB once and it is then noted until BB expiry and covers all visits.

I tried and tried to get the DHULC to realise that a BB is not the only indicator of a BB, and that the PPCs had over ten years since the EA 2010 was introduced to come up with an alternative to the BB, but the last draft still only referred to disabled parking and blue badge holders as opposed to accessible parking and proof of a disability.

It's preferable to have the PCN cancelled by the NHS Trust than for it to escalate through the courts.
Unfortunately BB's are not issued for breaks which are classed as short term. After a cast has been removed the limb is quite weak.
