Your comments (see 3rd post of the Newbies thread) will reiterate that the NTK is not a POFA one and the driver has never been identified, so the PCN is not enforceable against the appellant, who is only the registered keeper.
Then add that Elite Parking Ltd are not the landowner, just another 3rd party PPC.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
