Oh I was ready to address that MSE remark to! if they mentioned in front of the judge I used a template from MSE for my defence, I was ready to show the judge the BWL defence template they used against me that they just recycle, one at the same location (less some key photos tactically removed by them).

You don't have to answer every Q but there is one about consumer behaviour and deterrents, which is what I was getting at.
You can show evidence of how the court process ruined your life and finances and how this (the threat of court, as long as the final letters are sent to the right address) is deterrent enough.
Had you been contacted in a timely fashion to the right address and for a (lower than 3 figures) PCN that cannot be inflated by unjustified fees, which is an extortionate punishment for not paying something you knew nothing about, you would in future, pay a PCN if you lost at appeal and/or decided it was fairly-issued.
This is because the threat of court and (worse) the risk of a CCJ is more than enough deterrent and is not something that can happen in Local Authority penalty regimes.
So, you have discovered that these private ones are worse in terms of impact on your life. Your evidence of how a CCJ ruined you, shows why people should be deterred by that alone as long as the CCJ possibility is clearly and fairly stated in all Letters Before Claim and sent to the right address with no inflated fees added, pre-court.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
