I would suggest that you say something like the neon signs distract the driver, or draw the driver's eye away from any other signage.

I think you should say something like that whilst the small P sign invites motorists to park, it is unreadable from a driver's viewpoint and therefore incapable of offering a contract to park.

Sorry @Le_Kirk; I’ve just had a refresh on the NEWBIES post to understand the next part of process again. I didn’t realise I had to do a witness statement and all that’s again, but makes total sense now.

I’ll take on everyone’s points above and post the defence one more time just for a final check 

One bit I am struggling with is do I have to acknowledge the claim in my situation?

Thank you all for your help, I've removed the previous versions just so it makes it easier for anyone following the thread to pick up the final defence. I've added a bit to part 8, I'm not sure how much I can hammer these cretins. I really want to highlight their unprofessionalism and hammer it home they cannot even respect judges orders - I don t know if I'm allow to go that far though?
