I would suggest that you say something like the neon signs distract the driver, or draw the driver's eye away from any other signage.
I think you should say something like that whilst the small P sign invites motorists to park, it is unreadable from a driver's viewpoint and therefore incapable of offering a contract to park.

Sorry @Le_Kirk; I’ve just had a refresh on the NEWBIES post to understand the next part of process again. I didn’t realise I had to do a witness statement and all that’s again, but makes total sense now.
I’ll take on everyone’s points above and post the defence one more time just for a final check

I've added a bit to part 8, I'm not sure how much I can hammer these cretins.
