alleged noise nuisance letter

my daughter had a letter from shared regulatory services is council, saying a complaint was received, and also one from the housing dept, noise nuisance complaint etc
she explained it was new years eve and had a celebration etc, anyway all was forgotten and now she received another, celebrated the queens jubillee just gone, not for days but one single night with just her and her husband, music obviously till late but not blaring, backgrounf volume, lives in a terraced council house, she does not party every weekend, jsut these two times, how should she respond to this second letter, will she be investigated or evicted, or will they understand it was a celebration for the queen, what could she tell them.

OP, I'm sure there is more to it. I suggest that she rings those that have sent the letter to speak to them, and or the person sending the letter as they should have good insight for the letter.
Best to talk than letters and emails unless absolutely essential IMVHO.1 -
council do not give the name of complainer only that its a neighbor, she lives on the end terrace house, so its obviously literally the people next door, iv seen them and he's a thug and has done time for gbh and not one to talk to, as for his wife, birds of a feather, he brags he's got ten kids by multiple women...you know the type.

I’m in a mid terrace but I’ve complained about the house over the road although they probably think it’s the people next door to them.She’s not going to get evicted over 2 complaints 6 months apart. How late was late. If it was 4am I’d be seriously unimpressed as well.All shall be well, and all shall be well, and all manner of things shall be well.

the letter after the news year eve, erm windows would have been closed, it makes sense its the family next door, i dont think she would have stayed up till four, one or two probably.. im just wondering what she could tell the housing dept, they are not party animalsboth have respected jobs, no kids yet.. not all council estates are bad i know, she has never broken the law.0

It’s a letter that the council feel obligated to send. She doesn’t need to explain herself unless they were getting into ASBO territory. And for that to happen, the complainant would have to keep a noise diary, and probably a monitor for noise levels. All of which would show nothing, if what you say is correct.There’s enough posts on here about genuinely noisy neighbours which show how reluctant councils are to get properly involved.Wouldn’t hurt though to consider what sort of noise they are making and whether they should be more mindful. If it is next door it won’t matter that the windows were closed. For me it’s when they crank up the bass and shout/sing/scream through the walls that it’s far harder to ignore,All shall be well, and all shall be well, and all manner of things shall be well.

she did after the new years receive a second letter from housing neighborhood manager, roughly stating: noise issue coming from your address you will be investigated should the nuisance persist, i expect she will receive the second letter. if she rings themwhat can she say, she feels bad about it and is worried with anxiety.0

She could say “I’m sorry about the noise, it won’t happen again”.

If she feels had about it a civil chat with the neighbour apologising for any noise disturbance. She doesn't have to knock their door but when getting he bin in or going to the car, whenever she may see them.
You say he is thuggish, served time has 10 kids etc but does that mean she blanks them? Have they actually done anything to her to suggest they aren't good neighbours and can't talk in a civil manner or are we just judging them?
It's unusual for housing & council to send a letter out for two events which are generally acknowledged as acceptable dates for celebration. Sounds like there is more to it8 -

These two instances may have pushed someone to complain after persistent, regular excessive noise. People rarely complain about two instances and councils are unlikely to act on new years celebrations.Many people are ignorant of how noisy they are on a daily basis. Often dismissed as "normal" noise its rarely fun for neighbours forced to live with it.8

Could be 2/3 doors down across the road, behind the house or even further away and from someone that may be nice and polite to your face but has some perceived grudge against you.
The council often dod not tell you unless there are loads of complaints and you've spoken to the people about it. However, even then and I've made nameless complaints against building works and noise several houses away and the way they were leaving materials etc on the pavement. I'm sure they thought it must be next door.0
