     I was looking at using sanitiser instead of 60°C

    Having sanitised your clothing successfully, when do you find time to sanitise your local environment or anything else you may come in contact with?
    Of course you would also need an air filtration system to combat the airborne bacteria.

    Surely it means the wash temperature should be 15 degrees or more, not the outdoor temperature.

    Yes, I would agree! 
    Keep up guys! Outdoor temperature affects the (cold water) rinse cycle, which is relevant to Dettol’s sanitiser. The wash cycle temperature is irrelevant to that sanitiser’s performance.

    A catch-up to help a few folk who have lost track of the original post:
    I queried the effectiveness Dettol’s laundry sanitiser. This is added during the final rinse cycle which usually uses unheated water. (AFAIK.) It is suggested as an alternative to a 60°C wash cycle which many websites recommend for killing e.coli on underpants. But can the rinse water be below Dettol’s stipulated minimum of 15°C?

    On a quick read it looks to me as though they may not have tested below 15 degrees - so not a 'doesn't work below 15' but rather a 'we know it works above 15'.

    TBH I have never washed underwear on 60deg, even when my boys were potty training, and I have managed not to poison or kill myself, 2 children & 2 ex-husbands in over 58 years.

    As others have said, buy some Napisan & dunk your knickers in that, then wash on a 30 or 40deg wash. It will be cheaper as a box of Napisan will last a darn sight longer than a bottle of laundry sanitiser.

    Yes! Dettol says that their laundry cleanser will not work as claimed if the final water temperature is below 15°C but that the temperature is outside their control. (So you can’t sue them🧓) They did respond to emails quickly. 

    I’ll just note that, since it goes in the softener compartment, it will be utilised with unheated water and thus, yes, it’s effectiveness will be seasonal. I’d expect this to be true for nearly all washing machines.
