    What are you shocked about?

If you don’t want flex then choose standard and move on to the baggage option and seat options that present themselves after this stage.

There was no information to suggest that was possible, it's just presented as having to choose Standard or Flexi and no mention of other baggage options later if you choose standard. I've just gone through that on the app (as I'm still denied access to the Easyjet website) and the next page makes you purchase a seat (which I thought used to be able to be allocated free by Easyjet on check in if you weren't bothered about choosing a seat) and only after you've done that you can add cabin bags but that's not indicated anywhere previously in the process. Easyjet have lost my custom through it anyway.
It doesn’t make you purchase a seat, it gives you the option to.  You can press skip and have a seat allocated at check in as you say for no charge.

Ryanair works in a similar way. They initially show you their range of bundled fares, but you always have the option of selecting “Value” and then tailoring with extras you actually need if the bundled fares don’t suit.

You’re probably better off on Ryanair anyway currently, much better chance of it actually operating!
No there is no 'skip' to press  you have to purchase a seat  to get to the baggage part - try it for that flight (25 /8 Milan Malpensa to Manchester ). Maybe this only happens on the app?Ryanair is v clear about options and in fact reminds you of them far too often during the booking process)
From the app on my device...

Apols I never saw that at the bottom, and if I had I think I might have thought it was to skip the car rental.

It did require scrolling down on my device and as you say it sits below the car hire, probably deliberately so.  Most of the airlines play the same game trying to up-sell extras at every point they can, I'd say Ryanair are the masters of it.  I still think you're better off on Ryanair anyway based on the operational reliability of easyJet this summer!

Just a thought on the easyJet website, do you browse via a VPN? Some websites will detect VPN IP addresses and block access due to their security policies. Just a thought.

I’d be surprised if any airline didn’t offer it in this manner.
Not really,  I'm a frequent flier and I've never known the bag mentioned at that first stage before. This must be a quirk of the app I think as I've booked through the Easyjet website (when i could access it!) before without this issue.

Almost every airline now offers different levels of flight tickets at the first stage even if they have different names for ‘standard’ and ‘flexplus’

EasyJet specifically offer seats before baggage because some seats add on certain cabin baggage and presumably they  want to avoid complaints from people moaning they added cabin baggage and then realised when they paid for extra legroom seats they would get them for free.

The website is the same process but presumably a smaller screen on the the app meant scrolling down was more difficult for you to see the “Skip” button.

Just tried to replicate this on my own phone and had to scroll down to get it.

Most airlines will offer a range of choices from the ones presented on the first page. If travelling alone I'm happy to sit wherever, but if travelling with a companion I will normally pay for seats together, which happen to normally be the cheapest window and middle either directly in front of or behind the exit (a good way to get a chance of the extra legroom seats for minimal cost as long as the A/C type isn't changed).

With Ryanair, Wizz etc there are baggage options (priority and various suitcase weights) further into the booking process, so for Easyjet to be the same isn't surprising. These can be skipped if not required with all 3.

I booked with Easyjet yesterday and some of the website design is pretty daft. It leaves the impression that even they do not know what they are doing, for with the right luggage combination the best seats were cheaper than the ordinary seats.
Perhaps they have just got confused trying to imitate Ryanair.
