I parked at stretford mall on 28 May

Did your lease firm say they charged £10 for transferring liability and that they HAVE given UKPC your name and address?
If they HAVE that's all good and you just wait for UKPC to send you a PCN in your name. You then appeal that using the @Edna_Basher version of appeal for lease cars.
But you need to tell us what the lease letter says they've done. If they haven't transferred liability by naming you to UKPC then it's harder.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

thanks, have phoned lease company and its been transferred to me and will come in the post.
Reason given is " parked longer than ticket allowed"
so situation - car park was always free/ticketless but I haven't been in years (friends assured me didn't need any ticket etc and I didn't see any ticket machine). I didn't see a ticket machine or CCTV and had no ticket on my car on leaving - not sure how it works as it sounds like it was done from CCTV; so CCTV has somehow picked me up not getting a ticket for the duration?
Should I appeal this or?0 -

Do the lease T&Cs allow them to charge £10 for such admin tasks where the charge is merely an invoice rather than a fine or penalty? (Check the T&Cs carefully - or tell us who the lease co is).

The hirer/lessee is not responsible for the charge, and cannot appeal anything until they have received a NTH in their own name. Until then, the keeper (the hire/lease company) is liable. I suggest the hirer/lessee instructs the hire/lease company in writing not to pay the charge under any circumstances, but instead to pass the hirer/lessee's details to the PPC as per the BVRLA guidelines (assuming they are a member).
I suggest the hirer/lessee also stops telling the world who was driving. If you can edit posts, then do so.

Ok So - lease company is Lex autolease - they stated that they have transferred ownership and that the 'leasee' should be contacted in post with the notice (not happened so far).
I've read the newbies thread and the specifics around lease cars - but there is alot to take in and different instances.
Is Ednas template (2nd link down) the one to use?
To try and summarise what I took:
" appeal via email/online on the 25th/26th day a driver receives a ticket in their name?" the points about not being clear etc are they usually sufficient i.e. even if its hypothetically in a car park requiring a ticket (private land).
Also re lease company (lex) I just presumed they do have it in the contract about admin costs for tickets; i vaguely remember this when the driver took out the lease (but yes £10 just to direct the parking company to the leasee).0 -

Thanks, i've amended.
So - the letter is now in the leasee's name - dated 23rd June. Its a number plate recognition overstay,
Letter states there was a breach of t&cs and these were clearly and prominently displayed on car park signs (I would disagree). Asks for £60 in 14 days, if not after 42 days passed to debt recovery agency.0 -
