When you appeal ask for copies of the VRN log for the day of the transgressions.

This looks like a solar powered meter which is backed up by battery. If there is not enough sun it drains the battery. I wonder what happened to the meter covered with a bin bag?

Impossible Terms and Conditions - does that not make any contract invalid?
So the signage is asking for full registration and the meter is asking for three?  It's beginning to look a lot like a scam.

There are grounds for complaint to The Office of Fair Trading here. These are clearly unfair contract terms which can not be complied with and guarantee a breach leading to a PCN.

The OFT no longer exist, sadly.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Who owns the car park?
Also the car park locked overnight sign doesn't define when overnight is.
The car last car park I used with a gates locked sign stated what times they were locked, and then re opened

Very very happy to help! Lucky really as a friend happened to be on holiday not too far away and was good enough to go and take photos for me. No doubt they rely on holidaymakers not being able to remember/double check.

That is certainly a key element of this scam, I've seen reviews referring to the car parks as traps. Tickets arrive well after you have returned home, possibly hundreds of miles away.
