This is exactly the lazy assumption that keeps damaging the debatehttps://lnkd.in/erEbxZyyThe RAC’s argument is familiar: more parking charges must mean something is going badly wrong. Operators are too zealous. Signage is unclear. Motorists are confused. Most people do not set out to break the rules. 

That is a popular line. It is not the full picture. It ignores the reality on the ground.

More land is being managed. Technology is being used more widely. A camera enforces consistently, 24 hours a day, not just when someone is on patrol.
Repeat offending is a real issue. And when the deterrent is too low, some people treat the rules as a cost of convenience. 

That is not theory. That is what happens on managed land.

Private parking management exists because landowners, businesses, residents, patients, shoppers and compliant motorists need car parks to work properly.

Rules without consequences are not rules. They are suggestions.
So yes, let’s have clear signs. Let’s have fair processes. Let’s have proper scrutiny.
But let’s not pretend that a rise in DVLA requests automatically proves motorists are innocent and operators are the problem.

Enforcement increases because more land is being managed.
Enforcement increases because technology is more consistent.
Enforcement increases because the deterrent, which is in place to encourage motorists to follow the rules is a cost of convenience for some.
And sometimes it increases because too many people are taking a chance. 
And sometimes, it is not one reason, but the combination of several factors. 

One RAC survey point did make me smile: 5% of respondents had not heard of either a Parking Charge or a Penalty Charge Notice.

What a lovely existence that must be.

Scott Dixon this is exactly why change needs to come. When you join the dots between IPC...Gladstone.....24/7 Advice....it is shocking how the public can be led down a path that actually makes their chance of a successful appeal diminish the further they go. Some may say that when a member of the legal profession is investigated for alleged evidence tampering during a murder case, was placed on extended police bail and then sacked by the firm that employed them (even though the case was ultimately not proven) #nosmokewithoutfire. They end up in charge of an organisation that supposedly keeps the parking on the "straight and narrow"!!!

So yes, let’s have clear signs.

Why would you want that? You'd make less money!

A court battle is looming over plans to end free parking in Clevedon. Daniel Adams, who runs Stationery House on the Triangle, is self-funding a statutory review to challenge the decision.

He said: “The challenge is not about whether parking charges are, in principle, a good or bad idea. The reason I have brought the challenge is because I believe it is important that local authorities follow a fair and lawful process when making decisions that affect residents, businesses and visitors.”

Mr Adams said it was “astonishing” the council had already bought and installed ticket machines and begun charging before the statutory review had been decided.

The council is planning to contest the legal challenge launched by Mr Adams and has told him it will seek to recover costs if it wins. Should they lose...I imagine they'll be accused of wasting public monies.

The High Court will be sitting at Bristol Civil Justice Centre on June 26 to hear the review.

This may already have been flagged, but in case it hasn't, I thought it was worth mentioning.

There is a programme on BBC Sounds called The Patch. The Dagenham Dock episode focuses on private parking companies and the impact they have had on an industrial estate in Dagenham that is frequently used by lorry drivers.

Towards the end of the programme, there is a discussion about the council employing a private parking company to monitor parking on what appears to be a road subject to the Road Traffic Act.

No firm conclusions are reached, but I thought it might be of interest to the MSE experts on this board.

A contributor who goes by the name "Bald Eagle" offers some interesting views. He may even be a regular on this forum.

Worth a listen if you're relaxing in the garden with a cold beer and looking for something to help you get through the current heatwave.

Just another stupid council on the cash run.

Reminds me of a few years ago when a Berkshire council gave me a £60 ticket. I appealed and they rejected it. I then went the Traffic Penalty Tribunal and WON. The council objected and they went back to the TPT and I won again.

My complaint was "MISLEADING SIGNS" so I contacted the local press to warn others.

The stupid council replied saying they would take it the High Court to which I replied … "how would residents feel with a council wasting tax payers money ??

Never heard from the Jobsworthy council again

What is the matter with people… why do so many duped victims pay?

St Andrews Church in Gorleston introduces parking fines

The parochial church council said:

“We are sorry that this will come as bad news to those who regularly use the car park and we are grateful to all those who have made the effort to move their cars for Sunday services.

However, the purpose of the car park is to enable those who are too frail to walk to church to be able to park.

Despite this being unwelcome news, we hope that you will still come in and enjoy the churchyard and church, where you are always welcome.”

The church remains open for services on Sundays at 8am and 10am, Thursdays at 10.30am, and is open in the mornings Monday-Wednesday from 10am to 12pm.

Creative Car Parks will operate the facility after installing automatic numberplate recognition (ANPR) cameras. This will allow cars 30 minutes in the car park after which time there will be an automatic parking 'fine'.

So how does that work if elderly disabled drivers want to attend a service, funeral or event?

CEL suing churchgoers. What could possibly go wrong?!

That's the end for that Church and the worshippers in that community.
