    Bouncy Kev has been busy telling the hapless journo that private PCNs 'are enforceable and can't be ignored' and chucking in a sour pinch of consumer blame:

    "Alliance explained the three reasons for motorists claiming they didn't receive a parking charge, including vehicles' registration details not being updated and a rare delivery failure from Royal Mail.

    The debt collector explained that another reason includes motorists receiving the notice, but only engaging once debt recovery begins.

    Alliance targeted misinformation on social media, saying Facebook comments claiming people can ignore the fines are wrong.

    'This is incorrect; such charges are fully enforceable in law. Claims of non-receipt are sometimes made in an attempt to secure a discounted rate, which is why the statutory presumption of delivery exists,' Alliance added."

    Meanwhile Citizens Advice were absolutely hopeless and suggested National Debtline and doing a SAR. Useless advice.

     My screen popped up without any block at all.
     For those who're excluded by Facebook it consists of a a management bod with clipboard listing ALL of the obstacles in place to complicate easy parking, making them a design imperative for new systems.

    Humour is definitely an effective way to ridicule the self serving PPC justifications.

    I doubt when government introduced POFA and appointed the two ATA's, they never dreamed that in 2025 these two clubs would have so many rogue traders as members, parking companies, powerless idiotic debt collectors and so called legals with love to terrorise people and extort money from them.

    That's what the BPA and IPC are all about. Whether government understand this, I am not sure and no doubt we will find out their mindset on budget day

    POFA should be re written, it's outdated and for goodness sake get rid of the BPA and IPC, both are pire poison to the public with their ROGUE TRADER MONEY SCAMMERS

    For those wishing to read the debate on the Protection of Freedoms Act 2012 (Definition of Relevant Land) (Amendment) Order 2025 


     Many thanks  for this pointer. Good to read how legislation / regulation passes through Parliament.

    Overall enlightening but disappointing.
    I looked for signs of an independent appeals service developing at pace with this legislation,
    otherwise we just bring more people into the current faulty system.

    I didn’t see much positive.

     Baroness Pidgeon advocated well.
    Lord Moylan had justifiable concerns, including its introduction in absence of the proposed parking code of practice
    Lord Hendy, for the government, stated the  private parking code of practice consultation reports  “shortly”
    and he’d ask others to define shortly.

     My Politician’s English Dictionary defines shortly as" never, in the next Parliament or after I’m no longer the spokesperson".

     I comment as an interested party who has just waited 19 minutes to pick up a passenger off a delayed train, within a car park with a max free stay of 20 mins.
    I would happily have paid for parking even though the railways had not kept to their contract.
    But I would have needed to pay via an app which is not on my phone, with a phone I had left at home in my rush, and in an area where my signal is poor.
    There was no pay with money machine.

    I don’t trust the current appeals process.

     Oh, and cameras have been installed recently in anticipation of this new cash generator.
