However, I have found the barrier less system much better than the barriers. I have queued frequently in the past as people have struggled with their credit cards to raise the barrier. I had similar issues myself on occasion. There are also plenty of signs to say pay online, although I appreciate people's thoughts may already be preoccupied trying to work out the traffic system.
So In my view, the fees should be scrapped entirely, but if this isn't possible for whatever reason then the barrier less system is preferable.1 -

How and why?
What on earth do they actually mean? Are they banning customers who happen to be learners from parking? Or do they mean 'no learner driver teaching?
How will the scammers apply that rule?

I know it shouldn't matter, but I assume that the leisure centre know that they won't actually be giving out 'fines'. and...that people parking outside the bays, even partially are unlikely be subject to any 'enforcement' as that would imply they are trying to manage the parking not just make it a cash cow for the PPC.2

"From Friday, August 1 the ANPR cameras installed at Plas Coch Retail Park will be up and running. This will cover all parking from the Card Factory to Boots. The private car park remains free of charge, but time restrictions are now in place and will be managed by Euro Car Parks.
Customers can receive three-hours free parking, other than on match days, when it's reduced to 90 minutes which will starts two hours before and ends 30 mins after kick-off".

It's almost impossible to work out when the 90 minutes 'match day' time applies.
And what happens if your stay partly straddles a match-day time but is otherwise covered by the 3 hours allowed time?
And... even more confusingly: according to that sign, if there is an evening game then you can stay for 90 minutes (clashing with and overriding the 10 minute term) even if the shops are shut!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Someone should tell them that the Deregulation Act bans ANPR for enforcement of parking, so they'd still have to use CEOs on foot if they want to issue PCNs.
