    I would say that 'market failure'? means that the PPC's have not provided the public and clients with the service that is required. Parking should help business in the high street and not damage it.

    Euro Car Parks yet again:

    "Dozens of constituents and non-constituents have informed they avoid Island Green Shopping Centre altogether because of the parking problems. High streets are suffering as it is so creating further barriers that put people off shopping is nonsensical."

    I wonder who wrote this? 🙄

    Johnson Fellows, the managing agent for the car park, said: "Car park management was implemented in September 2023 following feedback from the commercial tenants after receiving complaints about the abuse of the car park and customers not being able to park.

    "We appointed an accredited operator to ensure the car park is managed efficiently.

    "The operator ensures all signage and PCNs are issued in accordance with regulations and offers an online appeal process and further assistance with all PCNs issued."

    It astonishes me that businesses are so stupid that they ACTUALLY ASK for a PPC scammer without Googling it, then wonder why they are the targets.

    I mean come on. Who did you think would be affected? PPCs aren't about preventing trespass! My goodness, the naivety!

    Motorists struggling to pay for parking at The Shires & Asda, Trowbridge.

    Of course the parking company are very fair and reasonable:

    On its website, the company says: “Parkmaven has the authority to issue and enforce Parking Charge Notices for contractual breaches on private land.


    “Our BPA approved signage is clearly visible throughout the car park. This outlines the terms and conditions under which a motorist is authorised to park, and that a PCN may be issued if these conditions are not met.


    “We don’t hide our signs in the hope of catching people out. With an average of one sign for every five bays within our car parks, we offer motorists ample opportunity to read signage, obliging them to comply.”


    It says that customers can only appeal the same PCN once.


    After that, they will have to contact POPLA, the independent appeals service for PCNs issued on private land.

    What have the number of signs up got to do with a system that is failing motorists?

    Blinking useless waste of space moneymaking system that the retail park doesn't even need.
