Flint Bishop solicitors and a draft claim form for Northampton court



Good day to everyone,
My work colleague got a hospital PCN before covid started but choose to ignore it like most staff do.
She has contacted me as you guys have helped me and others in the past.
So Colleague we shall call Matron XXXX had a couple of letters from Flint Bishop (FB) regarding a PCN. The FB letter has included a draft claim form for Northampton county court, have included pictures. Their client is acorn insurance and financial services ltd which I have never heard of and cant find much dealings with them online.
the first letter (not uploaded is more or less the same as the one I have uploaded except no draft claim form. it just says payment must be received within 7 days or instructions to take appropriate steps to enable them to issue court claim. they cite that the balance owed is £100 pounds court fee 35 and legal representatives costs 50. total 185.32.
what has matron xxxx worried is she is concerned by the draft court claim form and references to a claim being issued and the CCJ allowing high court action for bailiffs.
Had she spoken to me few years back I could of helped stop this at the appeals stage and defo at popla.
Is it accepatable practice to intimidate people with draft copies of claim forms if payment is not forthcoming? Is it malpractice to send people these claim forms all filled in but with draft stamped across it. Naturally matron xxxx just thinks she should pay up the money where I think its the threatogram tactics.
Just to recap if this went to court wouldn't she just be liable for the original pcn?
Will add I think she had a parking ticket and displayed but wasn't in an allocated bay, no yellow lines, private land and lots of the car parks don't have bays just gravel car parks.
I would happily take this case on if they went to court as even though not a marked bay no signs etc to say not a bay etc.

Where did the alleged event occur? Was it at the hospital where matron works?
Plan A is always a landowner complaint.
The FB letter appears to be a debt collector letter since it fails to comply with the court pre-action protocol for debt claims, so is not a valid LBC/LBCC/LoC.
Matron should send an SAR to the PPC or whoever issued the PCN to find out what this is all about. I hope you told her that the advice to ignore a PCN has been a bad idea since the law changed nearly ten years ago.
Matron won't get a CCJ if she follows the advice on this forum. Ideally she should come here so we can deal with her direct. No offence, but dealing with a third party can cause problems, and vital information can sometimes be missed.

The draft claim mentions "monies due for services received", and "goods provided at the defendant's request". It makes no mention of a parking charge or a breach of contract or parking services.
Is this perhaps for failure to pay for an insurance policy, or something else? It doesn't look like it has anything to do with a parking charge.

But as I say, that's just a guess.3 -
I agree - this isn't to do with a PCN, it's something else. (The amount of £100.32 doesn't bear any resemblance to a usual amount claimed in relation to a PCN).
Did matron cancel the DD for an insurance policy before it had been fully paid up?Jenni x4
