It's National Parkiun Enforcement Ltd, an IPC member, so no PoPLA available.
I married my cousin. I had to...
    I don't have a sister. :D

It's not unreasonable to think that a fast food outlet would open in line with shops on a Sunday which is 10am.

I think that I would take a screen shot of the opening times of Nando's and the date. From the time on the PCN it is obvious that they were not open at the time the car was parked in their spaces.

I would have probably thought the same as you that they would open at the same time as retail outlets on Sunday.

There is no signage when you enter the car park which is where the contract is formed.

I am not familar with this area at all but I think that you would have been able to park nearby on the street on Sunday. So why would anyone park at Nando's if they were not going back to purchase when they opened? It does not make sense.

    Exactly this!
There was plenty of free parking I could have used and in hindsight should have but I had every intention of being a customer. They sent a whole load of photos of me parking and returning but nothing showing me going up to the front door and communicating with a staff member inside through the glass, even though I told them I would be on camera doing that.

Ignore that and come back if they try a small claim.  Nothing different about any IPC firm case.  NEWBIES thread explains why not to try IAS.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If you were talking to an employee about making a purchase, then you were using the business.
