I am currently in New York City - I can confirm that 3 PAYG are OK for roaming at the moment - both normal SIM and Data SIM.
Charges are 10p per minute calls to UK numbers - MUCH DEARER to USA numbers.
Data is 5p per MB
One thing has changed since my trip in February - Data SIMs used to allow Personal Hotspot - this no longer works.2 -
