Hi everyone,
I have received not one, but two NTK from Parallel Parking Ltd for Zellig Car Park in Birmingham B5 5SU.
I am trying to appeal these as the registered keeper of the vehicle, and after reading the introduction post, it seems the best course of action is to appeal to the landowner ASAP however I'm struggling to find this.
If I can't, is the next-best course of action to appeal online using the template in the FAQ thread for Registered Keepers?
I would also appreciate if anyone had any direct experience with Parallel Parking or this parking area.

Here are some ideas on determining who the landowner is:1. Google searches2. If a retail park, check on any signage which lists the on-site outlets3. Ask retailers on the site if there is a managing agent4. Ask retailers on the site to whom do they pay rent5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information7. Contact The Land Registry and for around £3 they should be able to provide definitive detailWas this a notice through the post, or a ticket placed on your windscreen?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Does it have the necessary Protection of Freedoms Act 2012 (Schedule 4) warning - see the NEWBIES FAQ Announcement, first post to help you check it?Please note, we are not a legal advice forum. Date of Contravention: 13/05 and 14/05
There is no mention on this about Protection of Freedoms Act 2012, just mention of the DVLA and regulation 27(1)(e) of Road Vehicles (Registration and Licensing) Regulations 2002.

Yep, you can see the POFA wording there. So they can hold the keeper liable.
What happened?
Why was the driver there and why unauthorised?
Do the signs require a permit or to use a keypad inside premises to exempt/permit the car VRM?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

There was a pay machine which was the only indicator of charges (there was roadworks going on leading into the carpark), apparently the window for payment is inside 8am - 22pm from what I recall.
I would think there is a certain grace period if you've paid the night before, but I'm not sure?0 -

Deal with it now via initial appeal as per the NEWBIES FAQ Announcement, first post. Be aware that unless you can obtain a landowner cancellation, there is no quick fix. Doesn't mean you should be paying them, only a Judge can instruct you to do that. Whether the PPC will go as far as a court claim lies at their discretion.
