I would tell him that as you do not benefit and will never benefit from the property abroad you feel paying half the inflated stamp duty is very unfair. So tell him he needs to pay the stamp duty in fill as the charge relates entirely to his asset. If this means he can't afford to buy then offer to cover half the cost of the stamp duty and get a declaration of trust drawn up to recover those costs when the joint property is sold.
