The Claimant only has to pay the fee. That's pretty standard. They will do that.
I would suggest that you start work on gathering your evidence and writing a Witness Statement. You now have a deadline to work to, don't you?1 -

Copy and paste the final version WS bundle by @aphex007 in their thread, and add your own facts and photos/evidence, and then show us your redacted draft when you are fairly on point with it and would welcome constructive comments. No rush...but do it well before your deadline.
The Claimant being ordered to pay the hearing fee first, is a perfectly normal stage in the process. Not sure why that was a surprise or why you didn't instead focus on the really important deadline (yours) which is always in page two of these orders.
Sounds like you will benefit from re-reading the NEWBIES thread 'court procedures' guide under the red capitals heading 'IMPORTANT: KNOW WHAT HAPPENS WHEN'.
But - that's a massive hearing fee.
Remind us how many PCNs are at stake here, how much is this claim for and what went wrong to get so many scam PCNs?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you for guiding me in the right direction. I'll follow the new WS by @aphex007.
Summary:
- Total of 8 PCN
- Letter of claim states £100 per PCN without any additional charge
- T's and C's on the display showed wrong prices and the operators were charging me more contradicting the signs.
- a letter was sent to them by myself stating facts about the prices etc. However, operator replied to say those signs are independently checked and are conducive to the tariff board on display at the car park facility. This is in fact completely wrong as I have the evidence
- fast forward few months, on "Perticulars of claim" the operators were asking for £60 additional fee on top of £100. So 8 X £160 which was not even mentioned on the "Letter of claim"
- Now the same car park has changed the prices on the pay and display machine to the prices shown on the tariff board which further proved I am right
This is sort of the summary. I may have missed few points but I have those written down on a letter to refer back to.

A heads-up - you will see that in the above mentioned WS example it refers to the BPA CoP because they are BPA AoS members - your claimant is an IPC AoS member so you should be using/quoting the relevant version of the IPC CoP.
