Payers by other means, such as instalments by standing order, had to apply in writing or by form submission. I'm still waiting for mine. I made a complaint to my local councillors who passed on my comments to my local council. I have received the following reply from them...."Thank you for your complaint regarding the Energy Rebate.
Your complaint is that you have not yet received the Energy Rebate payment and as you pay by Direct Debit you were expecting to be paid once your April Council Tax Direct Debit payment had been collected.
We have looked at your information and can confirm the following.
On 1st April 2022 we collected a Council Tax Direct Debit payment from you from your bank account ending *******4. On the 5th April 2022 we received notification from the BACS banking system to say that you had changed the bank account that you wanted your Direct Debit payments to be made from to an account ending *******1. We therefore ended the mandate we held for you for bank account *******4 and set up a new Direct Debit mandate with the new bank details of *******1 as instructed to by your bank.
The Energy Rebate guidance requires us to carry out prepayment checks to verify that the bank account we make an Energy Rebate payment into is a UK one, is registered to the person registered as liable for the Council Tax at the property and is an open bank account. To do this, we ensure that a recent payment of Council Tax has been made from the bank account that we hold before we make a direct Energy Rebate payment into it. When we checked our records on 8th April 2022 to make payments to all those Council Tax payers with a 1st of the month Direct Debit date, our records showed that we had not yet successfully received a payment from the bank account details that we held for you because the bank account that the 1st April payment was made from was no longer the bank account held on our records. We have now requested a payment from your new bank account on 1 May 2022 but this was too late for the Energy Rebate payment to be sent to you directly to your bank account.
You will instead received a letter inviting you to apply for the Energy Rebate via an online form. Letters are currently being prepared and we hope to be in a position to send them out in the next couple of weeks.
We hope this has clarified the position"I'd switched bank accounts in February, which I'd assumed would be smooth and seamless, and it never occurred to me that this would impact my energy rebate. But as you can see above, I was wrong in my assumption.
