Technically they are correct however, that is a carefully worded brush off, in other words they are lying.Sainsburys seem to have changed their PPC scammers from Horizon to ECP and recently are more reluctant to get involved, but at the end of the day it's Sainsburys that appoint the PPC.Possibly not the same car park but this response from Sainsburys less than two years ago shows a different reply from them, proving they can do the right thing if they want to:

It's always best to hang onto receipts.
If you shop at Sainsburys every week and spend say £80.00, that is £4160.00 per year. Then there are things like clothing, homeware, petrol. prescriptions, etc. They are taking a lot of money from us but because it is relatively small spends we don't realise how much we are spending with them.
Do they want to lose this over a parking charge which they can have cancelled? They are not the best supermarket in fact they are quite expensive. I would reply to their communication and tell them that they will be losing your business and state what it is worth to them over a period of time. People often use the same supermarket for years. Think how much that is worth to their business.

There is a website that lists most UK company CEOs. I suggest you use the site to find an email address for the Sainsbugs CEO and send a complaint to her/him.
Include a link to the new Morrisons site, and better yet, include a receipt for a weekly shop to show her/him what your future response will be if the charge isn't cancelled.I married my cousin. I had to...I don't have a sister.
