But the carry over is not recognised whether 9 months or a year. The important date is 10 years from the date if issue.

The passport is valid until July 22 for a country that does not require 3 months validity from date of leaving.

Each country has its own rules. Schengen areas require 3 months.

e.g Canada has no requirement for it to be valid for any time from date of departure. So the same passport would be accepted

Egypt requires it to be valid for 6 months after the date of departure. So the same passport would not be accepted.

You are fighting the wrong battle I think.
The passport now does not have 3 months left on it with the "no more than 10 years old" as it's the 13 April and so 3 months would be 13 July and your 10 year expiry is 09 July 2022.
Check in agents are not fully up to speed with European or British law so trying to convince one is a losing battle from the start.
Ground handling companies use Timatic for their information, which comes directly from the governments themselves.

The airline is responsible for returning any national ineligible to enter and could be fined in this particular case. The airlines often contractually pass these fines to the handling companies, so it's understandable that staff do the checks.

Easyjet at Luton are handled by Menzies.

For the record, I visited EasyJet in two airports todays (Luton and Stansted) and both said my wife’s passport was fine to fly with. I revisited RyanAir and they stand firm. EasyJet are looking at her being within 10 years from issue and then having 3 months remaining for her extended expiry date to return…

I did misquote her passport earlier as on my phone -

    Issued - 9th July 2012
    Expires - 9th April 2023

Our departure with RyanAir was the 10th April 2022, so their take on it is that if we had travelled a day earlier they would have flown us.

I’m waiting on the response from the Greek embassy but should have that tomorrow.

But speaking to them earlier and looking at the responses from both airlines, there is total confusion…

We’ll have a renewed passport end of April anyway for my wife, and I’ll be writing to our MP to ask why renewal letters aren’t sent out for passports, as they are with driving licences - esp when Brexit took a year off the expiry but didn’t hear about this in the maelstrom of COVID and frontline working… Airlines should also be able to calculate and flag potential expiries in booking and check in website flows…

with driving licences they state "You  must renew a photocard licence every 10 years - you’ll receive a reminder before your current licence ends."
there is no requirement to renew a passport unless you want to (I know many people that did not renew on expiration)

there certainly needs to be clarity on whether the 3 months validity has to fall within the 10 years of the passport or not...not fair on passengers when airlines choose to interpret differently

There is absolutely no point in picking a fight with Ryanair.  They have set their own requirements, as they are perfectly entitled.

For travel to the EU there is a really simple way of stating it (I'm a Travel Agent by the way)

Your passport must meet 2 requirements. It must be:
    • less than 10 years old on the day you enter (check the ‘date of issue’),
    • valid for at least 3 months after the day you plan to leave (check the ‘expiry date’)

It's as simple as that so if all your travel is in Apr 22 and the issue/expiry dates are as above then Ryanair were wrong to deny you Boarding

We have an email from the Greek embassy stating that they would have accepted my wife’s passport - is it genuinely possible for an airline to be within their rights to refuse travel, forcing us to lose £3k on a holiday, when the country we are flying to (which RyanAir should be aligned to) would have accepted us…..

Ryanair do this on flights between UK and Ireland. Official entry for Brits can be with a driving licence as id and BA and Aer Lingus will allow travel with a driving licence without issue.
Ryanair would refuse travel and state "Driving licenses are not acceptable for travel with Ryanair between the UK and Ireland. No exceptions will be made."

    No its not right
Have a look at this article - https://www.theguardian.com/money/2021/nov/03/left-more-than-2000-out-of-pocket-after-passport-confusion
Especially this part - "The good news is that, according to the specialist aviation solicitor Bott & Co, you can try to claim compensation from Ryanair and argue you were denied boarding without reasonable grounds under EC 261/2004 which has, since Brexit, been enshrined in UK law. The bad news is, the sum payable is limited to £350"
You should be able to claim up to £350pp denied boarding compensation
