Le_Kirk said:All defences are written in the third person, ergo no "I" but "the defendant". Are you defending as KEEPER but not DRIVER or KEEPER and DRIVER. You should make this clear in paragraph #2.
3. On xx/xx/2021 in the morning, Defendant and his father arrived at the xxx to make shopping. While on the car park, the Defendant’s father said that he is feeling unwell and has a headache and dizziness. It was decided to stay inside the car. The Defendant’s father said not to call the ambulance. After some time, he said he is feeling better. The defendant together with father went to Lidl to do shopping. They returned to the car and the Defendant decided to make a call to Vehicle Control Services Limited to resolve the situation involving Defendant’s father health condition and potentially exceeded parking time issue. The defender was expecting from other end to acknowledge the situation, get Defendant’s vehicle registration number details and due to Defendant’s father health condition to cancel any further proceeding. The Defender took a customer support number from the car park signage. Instead, the claimant’s customer support said that if the Defender exceeded a parking time, then need to wait for a PCN, which should arrive by post. There is a small banner on the car park entrance with a very small font. If a driver will stop to read this, he will block a traffic on the main road. Also, there is no car park signage located on the left side of the car parking.

Grammar/typo errors:
to make shopping = to shop.
The defender (you have that twice) = the Defendant.
father health condition = father's
to cancel any further proceeding
= to cancel any possible parking charge and not to unfairly seek the registered keeper's data from the DVLA.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi everyone,
Just would like to update you and clarify two questions.
I received a letter from GP confirming my relative medical condition.
Shall I use it during a hearing or am I supposed to attach it to an email for my defence?
And secondly, as I know according to the protection of freedoms act 2012 schedule 4 section 9 states that for keeper liabilty to apply the keeper must receive a notice to keeper within 14 days. In my situation, it is 16 days.
Is this section still actual? If yes, where it is better to use on defence or on the hearing?
Thank you

As you have introduced your father's medical condition into the defence you can use the doctors letter as evidence in your witnesss statement that you will produce prior to any hearing should the PPC decide to continue with their claim.
I don't think there is any point worrying about 14 / 16 days if the scammers are not relying on POFA to try to scam the registered keeper and you have admitted to being the driver.

If you have paid for the medical certificate include it in the costs.

Hi everyone,
I hope you are having a great weekend.
Just a quick update on my process.
I am at the stage of completing and sending a Directions Questionnaire. I have to do it next week.
I acknowledged a claim by email earlier and going to do the same way with a DQ.
Today I received a Notice of change of legal representative.
Shall I still send a copy to Elms or just to VCS?
Thank you.

Just to VCS now.I really don't know what they are playing at in hiring Elms, then dropping them, case by case. This has being going on for months. It doesn't advantage or disadvantage you, it is what it is, just doesn't make sense! Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
