Neighbour who has a private right of way is parking and leaving their things there

    I think you have a valid gripe. The bikes are obstructing access to your garage and garden, so why shouldn’t you be annoyed? 

    However, it’s a bit of a delicate problem. I guess that for years nobody used that brown bit of land for anything. So, the neighbour felt he was doing no harm. By now, he probably feels like he more or less owns it. You don’t want this to escalate into a feud, so, as others have said, maybe a pleasant chat over tea and a bickie.   

    Any legal action you take may need to involve your Co freeholder, and she may not be at all keen.

    Op, what do you want to happen, simply easy access for you on foot or for him to keep the area clear and only use it as intended? Decide what you want before talking to him. It's very cheeky of him to close off his garage on the assumption he can park on the row.
    As the access leads to garages which appears to be its original purpose its highly likely there's vehicular access.

    I want him to remove his bikes and container from there. If someone else becomes a co-freeholder what’s to stop them from setting up shop there as well. “He’s set up shop there so why can’t I”. Then it becomes a sort of free for all. I don’t want it getting out of hand.

    With regards to the parking if he removed his storage container and bikes there, there is enough space for the car to tuck itself in to not block my entrance to the garage/back of the garden if they park right at the end. 

    What do you think guys? I think this is reasonable enough.

    basically, I want him to remove the storage and bikes and when they park I want them to park right at the end of the land where they can tuck their car in as to not block the entrance to the garage/back of garden.

    If you are happy for a car to park there, why not the bikes? I imagine that will come up. I suggest you make it clear that anything you *and the other freeholder* decide to allow is for a specified trial period.

    Because if he moves the bikes and the containers out of the way there is enough space for the car to tuck itself in and not block access to the garage/garden. Currently the car is being left right at the entrance of the right of way land.

    Yes that would be the best case scenario. I’m just trying to think of ways as to sort of balance out the blow so that he doesn’t straight up refuse if I say you can’t do any of these things you’re doing at the moment.

    I’ll get in contact with other cofreeholder to see how we’re gonna approach this.

    In closing off the garage and using it for something else surely his need for access is reduced, the storage container for the bikes is essentially another garage that blocks access to yours. Time for you to need to put a vehicle of some sort in your own garage. Has his garage permission for change of use, building regulations applied correctly and plans sent for approval to building inspector. In trying to buy the freehold he obviously feels it is in his interest to do so but now that as no one has fronted him out he will just carry on. What if your friendly cofreeholder sells up and the new owner agrees to sell him the freehold.

    A building notice or full plans application needs to be submitted to the building department of the local planning authority. Under permitted development if replacing a door of a garage with a brick wall and adding windows planning permission is required. A certificate of lawful development needs to be applied for. Another factor is insulation, the walls floor and ceiling have to be insulated to a certain U value. All this work including electrical and plumbing must be signed off by a building control officer who will issue a final certificate upon completion. This is assuming the deeds do not contain a covenant that stipulated it must always remain a garage. If he has just had a go at converting it himself then most probably he hasn't done what is needed....!
