Just an update in case anyone else is in this situation. 

I emailed to follow up with legal@ce-service.co.uk

They replied with this:

Dear Sir/Madam, 

Please find attached the cancellation letter for PCN xxx 

Please be advised that we have notified DCBL to close the case on their behalf and the claim has been discontinued and no further action will be taken.

They also attached a letter confirming this but I’ve removed the personal info:

Vehicle Registration Xxx

PCN Reference Date of Incident Site Details xxxxx

08/12/2018

CAR PARK AT xxx

CONFIRMATION OF CANCELLATION

We refer to recent communications with this office in respect of the Parking Charge Notice. We now confirm that this Notice has been cancelled.

I put the below:

Good morning 

Further to my call with Rhianna this morning at 9.43 (7th April 2022), please can you send confirmation as agreed to this email address. 

I was informed that I would receive a notice of discontinuance, that DCBL would be contacted to stop all action and that I should be able to call DCBL and CCBC today to confirm this as the system would be updated shortly.

Please let me know if you have any questions.

@Fruitcake @Coupon-mad they did indeed. I received an email and a letter confirming cancellation! 

This would have been a completely different story had CEL not been 3 days late with their request for judgement to CCBC!
