    Maybe that as OP was on the phone, that it was not a actual BTP office but a civilian. As such they have very little actual knowledge of criminal acts.
    Usual advice elsewhere is not to take legal advice from a police occifer current or pensioned off,

    It's in the news at the moment about a driver being prosecuted for careless driving, for not giving enough room for a cyclist that fell over. The OP obviously didn't give enough room when passing this parked car. There is blame on both sides.
