Taxi passenger opened taxi door into the side of my car. Who's liable?

    They can't and the two offences fail to stop and opening the door there is no requirement to complete a crime report.
    I'm not familiar with police crime reporting procedures. Are you saying that there is no requirement to complete a crime report for an alleged offence which can carry a six month custodial sentence? If not, how is such an allegation investigated? 
    I'm saying fail to stop/report and opening a door to cause danger do not required a crime report.

    Where the police writing down their investigation notes has nothing to do with how they investigate but to answer your question there would be a collision report for fail to stop. 

    You can go to prison for drink drive, still doesn't need to be recorded as a crime.

    To be honest, I think he just wanted it looked at and the text is what he was most annoyed about. Not sure why it matters. Surely it’s a good thing police taking it seriously. And if it’s common and wasting their time because of poor planning of the tunnel, maybe assigning a crime number to it means it can be given more weight when taking to national rail.

    The driver threatened to report me to the police if I tried to claim against him or contacted him again. If I was was police that would !!!!!! me off. 

    It might also be the only way that they can do a search on the passenger legally as they are part of a live investigation into a crime. Otherwise they can’t just search people.

    There's no doubt that there's an investigation into a crime, just not one that requires a crime report but then British Transport are hardly expects in collision investigation.

    But the Home Office say "Where a report of a crime is made to police and the individual dealing decides not to record it as such then they must make an auditable record of that decision and inform the reporting person why they will not be recording a crime." That doesn't seem to have happened.

    There's no need to record a crime for the two possible offence. But if you read the OP there has been one recorded although oddly BTP don't know what for.

    Maybe that as OP was on the phone, that it was not a actual BTP office but a civilian. As such they have very little actual knowledge of criminal acts.

    But to record a crime any member of staff must know what offence they are recording.

    Who decides whether an offence is suspected and what offence that might be, then? And how long does that decision take?
