You are dealing with an unregulated industry referred to as rogues, scammers, and bloodsuckers by MPs across all parties in open parliamentary debate.
There are no rules about the placement of signage except those referred to in para 12 of the PoFA 2012, and those required by the local planning department with regards to advertising consent. It's insane how they're lawless crooks, they literally provide zero disclosure to their claims and simply state it's their way or the highway.
I spoke to a solicitor yesterday and the first thing they told me when I mentioned the IPC appeals service is that they're a kangaroo court and I shouldn't bother.... this is ridiculous. How can a independent adjudicating service be like this. I thought to some degree, as this is a forum regarding private parking fines, it may be biased but an independent solicitor even stated the same thing that the IPC is garbage, it totally blew my mind... the solicitor had zero hesitation.
So what can I do, I'll have to wait for them to take me to court which can take months/years... in that time they and the whole system is putting me in harms way by possibly getting more tickets as the parking firm has totally neglected my claim regarding the land not being theirs. Does no one have a fiduciary duty to protect ordinary motorists and road users?
I only have the case for my vehicle where they actually obtained my data without proper due diligence when vehicle was parked out of their jurisdiction. For this I believe I should start a claim for breach of data protection rules. It is the only way this may settle some what at my watch and not when the parking firm what to do things according to their needs.0 -
DVLA - complain to the top that they are getting your data without reasonable cause. Have you exhausted the DVLA complaint?
Starting a claim for misuse of your data might be the only way to stop the PPC. You could see whether this service will take your case on:

Wow, a solicitor that understands the unregulated parking industry, and knows that the IAS is a kangaroo court. That's unusual.
Have you complained to the ICO about the PPC unlawfully obtaining and processing your personal data, and about the DVLA unlawfully selling your personal data without reason?
Normally we don't recommend an IAS appeal because the IPC openly admitted they only ever allow about 4% of motorists to win.
It is however sometimes worthwhile, but only if you have absolute proof you are in the right. It is thought that a PPC winning at IAS appeal will encourage them to try a court claim because many judges don't realise how biased the system is, and don't realise it isn't an independent appeals process.
There is nothing stopping you from sending a LBC, and adding you intend to proceed if any and all PCNs aren't cancelled, and no more tickets are issued against you. You will then have six years to make a claim.
At the moment there is no overwatch of these unregulated companies. This is why the parking bill was passed through parliament and is due to be enforced sometime next year once a truly independent appeals body has been appointed, and the new mandatory CoP has been finalised.I married my cousin. @Coupon-mad So yes I complained to the DVLA but they keep saying they cannot regulate the merits of individual cases. So its literally a dead end there. I complained to the ICO, however that was for the case where I appealed to the pcn so I technically gave my data. I'll complain again for the one they obtained through the DVLA.
@Fruitcake I'm just shocked dude, its insane... has no one decided to take the IPC to court to prove they're in fact not independent and biased - lobbied by PPCs.

Yes I was also told an IPC win could give confidence for the PPC to go to court.
What would the LBC be regarding just to confirm, a data breach or.. vexatious (harassment) ticket issuance on land they don't own?
I mean I could never know if my evidence is absolute proof, I don't have any legal experience, I can only go by experience of reading this form few google pages. Isn't it the duty of the PPC/IPC to counter prove my claims. What do you guys think, is it absolute or not per the google doc I have sent? PS. the MP will send this so maybe that may make the IPC act in a humane manner and have some dignity.1 -
Proving harassment is a high bar to achieve. Sending PCNs and issuing a court claim is normal business practice, not harassment.
A breach of the DPA/GDPR does not need to have resulted in a financial loss to the claimant, so that would be a better route in my opinion.

@Fruitcake I'm very disappointing in the IPC, its sad. Thankfully new regulation is going to be passed next year as you mentioned.
Ps. The DPA breach is for my old vehicle, the new tickets are being issued on parents vehicle. If we win the DPA case for the previous vehicle I wonder if that would stop them from issuing more tickets.

In view of the various "instigations" that the DVLA is now involved in perhaps they have reduced their Vatincan-esque mindset/attitude with regard to motorists v ppc that were strongly shown in my dealings with them.4
