Yes, ideally over free WiFi, it's what I use when necessary. Very low rates, although I'm not sure how they compare to Sipgate etc, and usually clear connection. The phone number to which the Viber account is registered is displayed to the called party.

Viber is the same as Whatsapp receiver needs it installed

Viber OUT does not require recipient to have Viber, it's a paid for service that lets you call any "normal" phone number.

Skype have a similar service.

It might depend on why you want to call.  If you just want to let someone know you're still alive then you might be ok with making a call via an operator using a public phone or a friend's land line.  The trick is to say you want to reverse the charges so the operator calls on your behalf and asks whomever answers whether they will pay for the call.  They then need to say no and the call is ended and no one is charged for it.  At least that's how it used to work but I expect it's all automated now.  I used to do this all the time when calls were too expensive for me but my family just wanted to be reassured all was ok.
